Simplified Logistics Zones as a tool for integrating major logistics hubs

Simplified Logistics Zones may be established, up to a maximum number of one per region whereby the region concerned has at least one port area with the characteristics set out in the Union’s guidelines for the development of the Trans-European Transport Network (TEN-T) or in the presence of a Port System Authority (paragraph 62). In the context of the development operations for the Tuscan coast, the Simplified Logistics Zone intends to constitute one of the instruments favouring the integration of the main port logistics hubs, firstly with the Pisa Airport system and the Tuscan Freight Village of Guasticce (Collesalvetti) then secondly with the internal logistics branch of the central metropolitan system, constituted by the Prato Interporto.
Ultimately, the aim is to strengthen and increase the efficiency of the Tuscan logistics and intermodal system by enhancing the modal corridors connecting the Coast with Central Tuscany.

The proposal to establish the Simplified Logistics Zone takes on five challenges that underpin broader support for the economic development and competitiveness of Tuscany’s logistics infrastructure and production system to:

Promote and strengthen the construction of logistical interconnection nodes between the Tuscan port system (with specific reference to the ports of Livorno, Piombino, Marina di Carrara and Portoferraio) and the freight villages of Guasticce (Collesalvetti) and Prato, favouring the functional connection with the regional airport system.

2.

Integrate the Simplified Logistics Zone into the infrastructure and mobility strategy, as defined by the Region in the Integrated Regional Infrastructure and Mobility Plan.

3.

Improve existing services and creating new services with a high digital content to support the efficient management of freight traffic, streamlining procedures and reducing costs and times for the managing bodies and users.

4.

Support the operational integration of the Simplified Logistics Zone with actions in the complex (Livorno and Piombino) and simple (Massa Carrara) crisis areas of Tuscany.

5.

Favour the integration of the Simplified Logistics Zone with the possible future creation of Customs Free Zones within the complex crisis (Livorno and Piombino) and simple crisis (Massa-Carrara) areas, as well as with the Urban Free Zone established in the Municipality of Massa-Carrara.
